In an effort to – again – do what the City of Palm Coast will not do, here’s transparency regarding the water treatment plants in Palm Coast regarding a recent order from Department of Environmental Protection (DEP)
This is the “Consent Order” from the DEP initiating a legal case against the City of Palm Coast to pretty much force PC to clean up its act.
They have been given various deadlines, but if you’ll notice on this document, there are NO DATES indicating when this was received, and when the deadline for action is except to say changes can be made which would obviously negate some things, add some others, yada yada, you get the idea.
Of note, there’s a lot to read, but if nothing else, read below what has been cut & pasted below:
“The Facility is operated under Wastewater Permit No. FL0116009 (Permit), which was issued on September 12, 2022, and will expire on September 11, 2027. The Facility is located at 26 Utility Drive, in Flagler County, Florida (Property). Respondent owns the Property on which the Facility is located.
4. The Department conducted a compliance evaluation and sanitary sewer inspection on May 23, 2023, and finds that the following violations occurred:
a) Between November 2021 and February 2024, the facility exceeded the permit effluent and groundwater monitoring limits as noted in tables 1 and 2, in violation of
Rule 62-4.160(1) F.A.C….”
and…
“ORDERED:
6. Respondent shall comply with the following corrective actions within the stated
time periods:
7. Within 90 days of the effective date of this Order, Respondent shall submit to the Department a plan (“Plan”) to meet the permitted effluent limits, groundwater standards, to
preventing sanitary sewer overflows, reduce infiltration and inflow into the collection system. FDEP vs. City of Palm Coast Consent Order, The letter submitted on December 4, 2023, Mitigating Exceedances and SSOs, may be updated as necessary and submitted with the Plan.”
Along with some other “Thou Shalts”
“8. Respondent shall comply with the following discharge limitations and other
requirements set forth in the Permit:
a. Beginning on the first day of the month following the effective date of this
Order and lasting until July 28, 2028, the interim limits are as shown in Table 4, below:…”
The Tables will detail the “incidents” and “warnings” along with the dates.
